THE PREMISE
Performance Management System (PMS) provides the mechanism to improve the
performance of individuals, groups, teams and ultimately of organizations. The system includes
setting clear and specific expectations, and providing specific and ongoing feedback both
informal and formal.
Mercer Solutions, Inc., was a worldwide leader in software, hardware, and the services
essential to computer networking. Managers at Mercer Solutions, Inc., had to gather the
performance information and evaluate the appraisal forms before the end of the fiscal year. Allen was a sales manager at Mercer Solutions, Inc., the fiscal year was going to end in one week. She was overwhelmed with end-of-the-year tasks and supervising a group of 10 salespeople. HR
department did not receive the performance reviews of the subordinates working under her
supervision.
According to Allen’s point of view, there was no value in filling out those meaningless
forms. She did not see her subordinates in action because they are in the field visiting customers most of the time. She had less than 3 days to provide the evaluated forms. She decided to
consider the path of least resistance for measuring performance. She pleased the employees,
everyone got the maximum possible rating. In this way, all the employees were happy with the
ratings. Allen filled the forms in less than 20 minutes and gets back to her real job.
There was not a recognition program in place to reward high achievers. Moreover,
individual and organizational goals were not aligned and incompletely review the performance
appraisals of the employees.
