A Relation can be called as a Table, but not vice versa.Because, a Relation is an un-ordered set of values and cannot have duplicates. But in a Table one can have duplicates and other anomalies.

Technically a relation does not have any explicit ordering and cannot have duplicates. While a table is a representation of a relation, it is an imperfect one unless there is a unique key constraint (otherwise it has duplicates).
a relation is may be a table but we can'ot say that table is a relation always.
